The Scottish Government’s included, engaged and involved- part 1: attendance in Scottish schools provides Guidance on the management of attendance and absence in Scottish schools. It specifically refers to Gypsy and Traveler children and young people. However, in practice the issues are less than clear for mobile Traveling families or those seeking education outwit schools i.e. support delivered by an education authority.
Attendance and absence of Scottish pupils : a website that provides information that relates to local authority and mainstream grant-aided schools only.
National statistics on exclusions from school includes information about exclusions data for" 2014/08, and relates to local authority schools only. Exclusions include both temporary exclusions and pupils removed from the register. Cases of exclusion by ethnic background of pupils include figures for Occupational Traveller, Gypsy/Traveler and ‘other Traveler.
Guidance to parents and local authorities on home education distinguishes between ‘home education’ as delivered by parents and ‘education outwith school’ as delivered by education authorities.
Inclusive Educational Approaches for Gypsies and Travellers: Guidance for Local Authorities and Schools (2003) was published by STEP and LTScotland. National Guidance that is currently being reviewed.
The Scottish Government funds a twice-yearly count of Gypsies/Travellers in Scotland. The report describes estimated numbers of non-housed Gypsy/Traveller families and comments on the trends suggested by analysis of the information gathered by the Count.
The Department for Children, schools and families hosts a section dedicated to its policies, initiatives and general advice on ‘good practice’ for the education of Gypsy, Roma and Traveller children and young people. Importantly, while these references to approaches and curriculum are related to England they also provide useful insights into the general issues relating to low achievement for Traveller learners.
The E-learning Mobility Project: Elamp is entering its 5th Phase. ‘Using ICT to support distance learning’, the project enables pupils to keep in close contact with their teachers, get work marked promptly and new challenges set. Traveller children also keep in touch with their peers.
The Children’s Charter sets out what children and young people need and expect to help protect them when they are in danger of being, or already have been, harmed by another person.
SCCYP promotes and safeguards the rights of children and young people living in Scotland. Tam Baillie, Scotland's Commissioner, is in post to make sure all children have their rights respected.
The Parental Involvement Act requires each education authority to prepare a strategy document setting out their policies for parental involvement. The Act recognises the vital role of learning at home, the need for sharing the role and responsibility of parents, schools and community in supporting the education of children and a need for parents to have a means of representing their views. This Act applies to all families and professionals and the need to recognise and dismantle barriers to children and young people’s learning.
Bridging the Gap is a nationally recognized research program. Our goal is to improve the understanding of how policies and environmental factors affect diet, physical activity and obesity among youth, as well as youth tobacco use. A recent report (PDF) highlights the role of partnership working, a strategy that has particular relevance for effective working with Traveller families, particularly mobile families.
The HMIe’s website provides a range of important policy documents and examples of good practice for inclusion of children and young people in school education. The HMIe’s Journey to Excellence gives access to a collection of videos to highlight how a school can successfully develop inclusive approaches to support learning and ensure children’s and young people’s inclusion. The Standards in Scotland’s Schools (2000) Act establishes the entitlement of all children and young people in Scotland to ‘a school education’, and provides the legal basis for strategies designed to ensure the educational inclusion of all children and young people in Scotland.
The Race Relations (Amendment) Act 2000 placed statutory requirements on police and other public bodies to review their policies and procedures to promote race equality and to remove discrimination from public institutions. This Act has relevance for Scottish Gypsies/Travellers and ethnic minority groups in general across the UK.
The Scottish Government’s aim for an inclusive Scottish Society is supported by the One Scotland initiative.
Scottish society is a diverse society, in which diversity is reflected differently from one school to the next. Scottish schools play a key role in valuing that diversity and preparing Scotland's children and young people for life in today’s society.
Do the Right Thing is the Scottish Government’s response to the 2008 concluding observations from the UN Committee on the Rights of the Child. This document addresses the issues faced by Gypsy/Traveller families in accessing education and other public services.
The Additional Support for Learning (Scotland) (Act) (2004) provides the legal basis for education authorities development of learning support for children and young people to ensure that they are able to benefit from their educational entitlement. Guidance for the ASfL Act is currently being updated.
Information about Curriculum for Excellence is accessed through a website that provides guidance on CfE elements and approaches to learning for all children and young people in Scotland. From August" 2014 CfE approaches will be implemented so that all learners entering S1 will experience learning and development in full accordance with CfE, and subsequently will experience access to qualifications that are in line with CfE.
Determined to Succeed is happening in all schools across Scotland. An enterprising ethos is developing in schools. Teachers are embracing the strategy and delivering their subjects in an enterprising way making learning more relevant to life beyond school and increasing the understanding of business and commerce in our young people.
More Choices More Chances is a Scottish Government action plan designed to reduce the proportion of young people not in education or employment Scotland. Importantly, partnership working e.g. between CfE and SQA colleagues this initiative has produced a range of courses and qualifications that widen opportunities for accreditation of young people’s learning.
Learning and Teaching Scotland provides links to educational inclusion and equality strategies for all children.
